The "Gun Buyback" Follies, Part Two

Another buyback today in Louisville, KY with a rather interesting requirement:

Those who bring guns will be paid $15 to $20 depending on if the gun is capable of being fired and doing harm.

Can a gun--a loaded gun--be capable of being fired and not do harm?

And what's this? The third and final buyback?

Why only three? They've collected 50 this year. Why stop now? Aren't they trying to get all the guns off the street?
